The plot of the film puts us in the town of Garrison, New Jersey. One night Murray Babitch (Michael Rapaport) a New York officer drives home when he has an altercation with a couple of teenagers. Believing that they are pointing a gun at him, the officer shoots them and kills them. In the blink of an eye, everything is filled with policemen, among them is Babitch’s uncle, Ray Donlan (Harvey Keitel), who checks that the youth did not have any weapons. Corrupt cops try to cover the murder.
It creates a stir that reaches the media, which means that Moe Tilden (Robert de Niro), an Internal Affairs agent, has to investigate the case. He will ask the county sheriff, Freddy Heflin (Sylvester Stallone) for help and he will soon realize that those he believed were great advocates of the law are not what they seem and will try to go unpunished for their crimes by boycotting the investigation.
